Oda could have made him a hero just by delivering Shusui back to Ryuma's graveyard.Have King and Zoro fight on top of the capital while the people saw King's Dragon get sliced.Oda could have written Wano much much better.

Yes, I agree with you, Zoro and Ryuma plot should have been explored, but despite that, Zoro was very hyped and came out of Wano well.
