But Star Gun proves Luffy can technically one shot, he just needs a lot of effort for it, which makes sense.

The problem is he has marvelous speed (DUH), but his AP is kind of lackluster outside of his beams.
Meanwhile, ironically, Big Mom has marvelous AP but lackluster speed.
