We've just seen Bhanks arrive in Elbaf.
Silhouette Man was already on the island, and nobody else has landed here.
I do agree that Oda is vague and says things that in the end don't mean much, but for the former claim
IMO Bhanks is the only one making sense.
Whereas for the latter:
It's someone who's making moves, shocking the world. It's not the WG, and Sabo has already had his share of attention with Cobra and Lulusia.
It's either Dragon or BB, but I bank on the latter.

Yeah, but then again: who can be making moves outside of Elbaf, of the characters already introduced? Because to introduce someone new just to have their first action be something monumental away from the SHs isn't quite Oda's style. So it's someone established. Either Dragon got off of his ass; or BB is shocking the world at large, after being somewhat chill in Beehive, only terrorizing pirates with interesting DF powers up until now.
