The thing with Cerberus is, he's a big fucking dog and in some versions of folklore, has a bunch of snakes growing out of his back, but he doesn't really have any super powers. Just being a really big dog with three heads.
It's the guardian of Hades, so, seeing how Oda has linked his Underworld with darkness (Imu/yokai) and ice (Brook), a Cerberus fruit in the OP world could have weird elemental powers, appearing as a bootleg version of the Gorosei's yokai forms.

Loki doesn't know where in the village the Key is. If it's literally just in the first location the SH look into that's overly convenient, but whatever.
Soft retcon?
It wouldn't be the first time.
Oda can always use a flashback panel in which Loki tells Luffy that he remembered there being a master key in a certain castle room.

But wouldn't something like a full-fledged demon (like Baphomet/the Sabbatic Goat) be more suited to Teach then a beast that serves to keep evil in the underworld?

If we're to go at it thematically, then IMU should be Baphomet to fit the pentagram on the summoning circles.

Blackbeard is known the world over as the quintessential pirate. His name is tied to the sea, so he should get something sea-inspired, either the octopus fruit (multiple hearts, multiple DFs), or the much theorized Cthulhu.

Cerberus had been associated with BB in the fandom because of his three-skull roger.

When I was doing a bit of a research of the names of the planets in Japanese when the Gorosei were finally named, I learned that Pluto is called "Meiosei", meaning Darkness King Star.

And as we may know, Pluto is the Roman equivalent of Hades. So, his connection to death and darkness is there...but maybe instead of Cerberus, it could be one of the more frightening beings imprisoned in the Underworld: https://en.m.wikipedia.org/wiki/Typhon

That was one of the running theories for Kaido's fruit, alongside the Leviathian (which would've worked perfectly with the panel of Nika wielding lightning).

For me, personally, I don't want another serpent in the story. Between CDs, Vegapunk dragons, Rev Dragon, Hancock sisters, etc., I've had enough.

I'd rather Oda got a bit more creative with his references.

The leader of the judicial CDs as Cerberus makes sense based on the Enies Lobby foreshadowing.

If he's a DF user they could just drown him too
Said nobody about any OP villain ever.

If it wouldn't be a total bitch to draw, a Hekatonkherie MZ would be fitting, as they are extraordinarily powerful and connected to earthquakes and typhoons.

Alas....the hundred hands and fifty heads is just too much to draw on a basis. That and they are actually kind of good guys despite being horrible monster giants.
