I don't personally think it's about Rocks, but I am willing to play the devils advocate for that. Kaido says that Whitebeard and Roger did it right, but never mentions Rocks. Also, Rocks appearance has basically been hidden from us for like half a decade now. Why do that for just a flashback character?
