Well, it could be broadcasted via special DenDenMushi, so it can't be intercepted by "the good guys" plus Elbaph is an isolated country too... it could still happen.

Their mistake could be having the Strawhats here and maybe Vivi appearing at Elbaph to tell the truth about the WG and their corruption. This could lead to the very final stage of One Piece, WG war.
