In his defense, he was genuinely in shock. Orochimaru was actually seen as a model Shinobu at one point lol. Hiruzen did better then any other Hokage in actually maintaing stability long term, but was shit when it came to making decisions on his feet

Yeah, he maybe thought Hiruzen had it in him and he was right for a part. Hiruzen was strong and had the fire will. But it wasn’t enough at all to lead a country especially in war times.

Maybe Hiruzen was the only choice at that time but frankly even someone weaker but more realist would have been better. With Hiruzen as super soldier (like the Sanin) or moral compass for the leader.
