Yes they were at war for decades
yet they made peace and even more the leaders decided to create a village were both clans could coexist and strive for
Does this mean it would be easy ? Hell no, hate and prejudices are tough to forget
But acting like the prejudices were still there and still pointing the fingers against Uchiha wouldn’t help and all and would go against the idea to create a village with them
Tobirama helped creating what he feared the most

The territory there was the second mistake
They didn’t mingle with other reinforcing the ostracization

If they had created solid bonds with other clans and citizen maybe Konoha people wouldn’t have doubt them that quickly
and the police job and place only helped that the resentment grew after that
