No but realistically it would be fair to compare Hiruzen to Garp, whos worst crime is not killing Danzo after the Uchiha massacre and generally being negligent to Naruto when he was being discriminated against, but Garp was more negligent of Luffy somehow, leaving Luffy in an island that almost got burned down by pirates and where his friends were getting killed by nobles.

Danzo should be compared to Sengoku, who could probably be considered a worse criminal for Ohara, which should scale above the Uchiha massacre

you can use Kakashi’s words, but the material literally showed how outmatched Kakashi was. That was never shown vs Kabuto, in fact the opposite was shown
