When did I ever say your average HK > Admirals? I think the leader is top tier, and the other HKs are high tiers

Luffy held back his advanced Haki against Kizaru purely for PIS reasons

I have Admirals > Kid/Law, so that’s just a lie lol. Akainu has 5B because he leads the strongest military organization

They were likely in the same tier (with Roger and Whitebeard at the top), people just think old age is a bigger nerf than in Oda's mind. I blame that VIZ translation that made people believe pre-ts Garp was less than half as strong as his prime self.
For Oda old legends = Slighty weaker than their prime selves with stamina issue.
I'm quoting his own words btw, he stated it was his fantasy to draw old folks that "maintained their power".

Mihawk never challenged WB because by the time he had the strength to do so, WB was old and sickly enough to be receiving regular treatment.

I think it's well established Mihawk does not accept what he personally considers unfair advantages to himself or disadvantages to his opponent.
