Rocks apparently defeated/killed an Admiral, and also fought both Roger and Garp at God Valley.

Meanwhile when it comes to Rocks subordinates, some of whom who became Yonko's.

Kaido: Didn't defeat anyone notable, never defeated Hanafuda, needed the help of his crew to defeat Moria and his crew, only had a fraud win against Oden, who mind you almost defeated/killed Kaido, and spent the rest of his life in Wano while also trying to off himself.

Big Mom: Mainly stayed at Totto Land, only leaving sometimes

Whitebeard: Sometimes fought against Roger

Not even the World's Strongest Man Whitebeard had a win against an Admiral.

And if Rocks really was a teenager like some believe, then again, it makes these Yonko's look like a huge joke.

That's the thing:

If Kaido's "WSC", "On 1vs1, always bet on Kaido", "Strongest pirate" reputation had any kind of value, Oda would clearly demonstrate it by Kaido killing a top tier in the past. The only top tier being killed by Kaido was Retarden and this guy was hostage diffed.

Meanwhile, Oda doesn't hide it at all that Xebec was, in fact, the strongest mf when he used a freaking admiral to hype this guy. To make things even better, killing that nameless admiral gave Xebec this kind of reputation.

How can Admiral haters view this as an L? It's not even Kizaru, Kuzan or even Akainu. It's a random nobody admiral... as of now.
