Sengoku is straight up an immoral jackass. We've all seen the "shut up and follow orders" panel + his reaction to starving citizens hunting down Marines saying they should be "thankful" for everything they've done (ignoring the atrocities they've committed)

Garp is too but I'd say he's more self aware. He knows he fucked up and didn't really change anything so he's trying to push forward a new generation that will succeed where he failed
