Well he says this chapter is the best chapter of the year so far, with 1071 being the first one released this year.

It is what it is. Tobirama had a short life. He needed to develop the jutsu first and had no time improving it. Minato copied his homework and barely improved anything which is pathetic. Had Tobirama lived another 20 years and he would've created god knows how many high level jutsus and completely leave that fourth loser in the dust.
