I think it's Enel controlling Edison, with Caribou now working for Enel.
One of the weirdest parts of Caribou's character has always been his obsession with God. Like, REALLY weird. From the Wiki:
"Caribou is an insanely violent man who is well-known for killing people, most prominently Marines, by burying them alive.
Caribou believes in God, and frequently justifies his murders by claiming to do it for the sake of his god. He will also ask his god to forgive enemies that work against him, showing a very egotistical personality.[1] Caribou seeks the fame of killing important people, and is constantly plotting ways to target his next victim; he joined what was seemingly the Straw Hat Pirates in order to kill their members from within,[9] and sought to attack the real Straw Hats as soon as they appeared.[10]
Last arc, we had Kaido act as the Wisdom King or God of Wano, "God of the Blade" Ryuma, Sun God Nika, Imu's introduction, and this arc we have the Gorosei coming down, and Vegapunk literally telling the crew Luffy is Sun God Nika.
I think Caribou's obsession with God has to have a payoff. Just like Caribou, Enel is an insane, murderous narcissist. Caribou would want to kill Vegapunk just for the sake of saying it was him, the same way he originally wanted to kill the Straw Hats.
If Enel wants to steal Vegapunk's robots, like I believe, using Caribou to suck them up would work well. It would be easy for Enel to pick up on Caribou's presence with his Mantra. Since Caribou's made of swamp/mud, it's possible he resists electricity, as well, and impressed Enel by surviving some lightning.
Also, after watching this video, I'm convinced Edison is the traitor, so, things are setting up nicely.
Since Edison was the last person to give the Seraphim orders here, before they turned, he would have had to be the Punk to give them the orders to attack, as their orders can only be changed by the last person of that rank who gave them. Since all the Punks have the same control chip, and Edison was the last person to order them, it has to be him who ordered the assassinations. In this case, then, Edison might also be doomed, rather than another fakeout, like with Kaku and Lucci apparently "dying" in Water 7, before being revealed as the traitors.
This is an interesting Twitter Thread, as well: both Sanji and the Mecha Shark are also associated with 3s.
