The Gorosei ask if the elephant is gone (Zunesha), and once confirmed, they say that means the borders are staying closed.
Meaning, Zunesha is needed to open the borders of Wano.
So, unless Carrot is in Caribou, she's back on Zou, and will be brought back up again when Zunesha opens the borders and Pluton is activated.
Once Zunesha's mission is complete, I wouldn't be surprised if Zunesha dies after (or die in the process), and the Minks end up moving to Wano, leaving Carrot to join.
