Obviously One piece has his own physics, if our phisics would apply in Op world Kizaru would be the strongest creature in the universe, what i'm trying to say is that ok, in real world the best counter to Electricity is a cunductor an not an insulator, a voltage high enough would melt rubber but i can understand the "sense" behind "insulator stronger than electricity" but the photon thing has 0 basis.
