What am I a skeptic about, the fact that Oda had an entirely fleshed out secondary power system which he only used off panel in the entirety of the first half of the story, and only once the MC learned about it, did the system take center stage and began showing how underdeveloped it actually was?

Mantra is the closest thing to current haki we got in the preTS, and even that doesn't fully adhere to the explanation/use CoO has now.
