Dragon has a close relationship with the original VP from Ohara. It's not about what the satellites are relative to each other, but who they are to the ones who knew them in their unity. Dragon is not differentiating between satellites: they're all VP to him. Dragon ain't going to brush Stella aside because Shaka is "more" VP-like than Stella is.
