He is. He’ll be Luffys final penultimate villain, being the final boss before getting the one piece.

But he’s not going beyond that.
There is a less than 0% chance Oda has and continues to put in work to develop Blackbeard so he can become the penultimate villain of the story.

It's not happening. It is so CLEAR Blackbeard is the final villain, I legit can't believe it's even a discussion.

Oda has developed buggy and is still actively developing him too. And he was around well before BB, what about him?

Buggy serves a completely different purpose in this story.

Blackbeard, the man who has schemed, betrayed and murdered his way to the top, is Luffy's principal rival for the One Piece. That is partly why he and Shanks are linked, and why he will likely kill Shanks.

Buggy is Luffys principal rival. The man who entered the new world and paradise at the same time. Who received their devil fruit powers at the same time. Grew in infamy at the same time. And became yonko at the same time.

I don't see the point in this detour into disingenuous comparisons, it feels like a more pointed conceding the point than just moving on.

No it’s that you’re reading into Blackbeard too much. Oda develops characters for the sake of developing them. The fact is Blackbeards narrative ends at the one piece, but Luffys narrative goes beyond it.

The one piece won’t be the end of the manga, Luffy will defeat Imu after it

Pointing out extremely obvious facets of Blackbeard is not reading too much into anything. Blackbeard is collecting powers. He's chasing the One Piece. He wants - according to his own subordinates - the world itself.

Oda revealed another figure failed to challenge for control of the world in the past, a figure that rivalled Roger and counted Emperors among his subordinates - to whom Blackbeard is also connected.

Reading into things too much is how you arrive on ideas like Sabo leaving the Revolutionaries to join the Strawhats. I consider your take on Blackbeard a similar misreading.

We're not going to learn the secrets of Blackbeard's past so he can not be the final big bad, and don't think for a second Oda doesn't know what he has achieved with Blackbeard as a writer.

It’s not reading into, it’s just taking the manga at face value. Sabo was shown as this generations oden and wants to write a book of his adventures like odens journal.

Logically, that means Sabo will ultimately join the SHP like Oden the Roger pirates.

Blackbeard was told specifically he’s not the one to shoulder the 800 years of history connected to being a D which we know are the enemies of Imu. So Blackbeard won’t outlast Imu.
