Garp literally told us that they nearly killed/subdued eachother multiple times in the past. They're relative.
Also Shiki and Sengoku have destructive fruits not to mention Garp has attacks that level entire towns and split Pizarro's golem in half

Shiki alone destroyed half of Marineford in the fight. Not the combination of the three.

And Roger said they nearly killed one another, however, we don’t know how they did that. Whether it was Garp and a fleet cornering Roger like the marines cornering Luffy post Alabasta, or if it was an actual fight.

The only direct comparison we have is Shiki vs Garp and Sengoku (who Roger treats as equals)
