It was CDs introduction in Sabaody that made WG comically evil. Before that it was authoritarian and ruthless but unless explicit taboos were broke (like studying the poneglyphs or anything revolving ancient weapons), WG didn't seem to affect the life of the citizens much.
I feel marines like Smoker, Tashigi, Koby, Garp..
doesn't work with the current WG that enslave people and do genocide festivals
