I doubt Garp beat Rocks I'm gonna be honest. There were too many opponents available for Garp to get the finishing touches on Xebec. Roger probably finished off a weakened Rocks is my bet.

Roger landing the last blow to defeat Xebec is likely I agree

Roger is still the PK and Luffy 0.5 so he would 100% land the last blow

But I think Xebec wasn’t killed by Roger or Garp but by Imu

Tbf he was the youngest (at least compared to Roger and Garp, even if not by much) and was an underlings while the two were already on their own.
