It would. but Oda is a hack.

There would have been hundred occasions for Oda to use bounties cleverly: he almost never did. He doesn't care and in fact seems even coming up with them bother him to a degree.

That's so true, I dread to think what it would be look like under Oda's current messy, convoluted panelling and the sheer constant lightning storm/solar flare haki clashes.
