So when Kaidou says he is the strongest, He likely is, given from his and one piece average perspn viewpoint. Not readers view point, we know of Imu and Loki, general public doesn't.

To mock him because as I said, even they themselves believe kaidou is the benchmark, so dismantling him is the best they could do. That's how agenda works here.
