- Imu suffers from it, but whether that cost is temperary or permanent is a bigger problem question.
Can Imu make unlimited Holyknights witb Covenant? No.
We were told it has been only reserved to 13 individuals.
But why specifically 13?
Now this could either be translation thing or something Idk, but if by 13 Imu meant for only 'Depth Covenant' then 5 for 'abyssmal Covenant', and One Imu himself. That's 19 total. And 19 kings of Void century excluding Nefartari Family.
Nothing is really stopping Imu to give Depth covenant to Admirals, because after that Admirals will always under Imu/World Government Control.
Rather, Admirals/Marines are the front face of World Government. Rather than Gorosei and Holyknights being the front face.
Imu cannot make more than 13 Depth Covenants is my guess. Why?

We know Lily ran away from mariejois but never reached Alabasta. She was either killed or soul taken back which resulted in her death.
Rest of the kings, Likely died in battle against Nika or someone.
With Nika gone, Remaining kings and their ancestor took their place.
After the death of Harald the covenant count should be dropped to 12.

Which is 9, 3 more Holyknights exists which we do not know of.
Out of these 3, I assume one was Saturn Jaygarcia himself.
- His soul was extracted back and now supposed to be given to someone.
And the most likely candidate Chosen was none other than Loki himself. Right after egghead.
Also during Harald coronation as Holyknight. It was said, it was supposed to shanks turn to get the Depth covenant.
Someone else either died or Soul was taken from that Specific Holyknight.
With shanks being unavailable it was given to Harald.
Also about Nefartari, there is also a chance that part of soul still exists in her family, Like Vivi, which Imu said he desires. He desires a piece of himself back. So theory about Kuma fruit was used to spread ponelglyph around the world is possible and so is her ability to take away that part of her soul to carry on in next lineage.
If not all of this,
