Luffy was the only person who used CoC in Marineford, despite all the people who had it, so that it stood out and looked special. Luffy using CoC was a huge moment in the arc where near enough all the main world characters we knew stopped and commented on Luffy having it, the effect of that scene would have been considerably lesser if every character that had it was throwing around CoC blasts.

Marco (and a host of other characters from Marineford) can still be revealed to have CoC.
