For me based on how Oda hyped each crews , especially the commanders :
*Calamities are mainly known for being rutal and crazy. Their combat hype is mainly about their genetics : King whose hype is being the lost durable because he's lunarian, going faster coz of his lunarian fire... he's strong and famous but coz of his genes and being a maniac. Queen for being a mad scientist. Jack is barbaric just like the other 2 and was put with Pero and Dukes so he can't have more than 850 M.
Beast pirates are known as barbaric crew, they were never hyped as strongest or anything.
*SCs for being super skilled fighters , you don't hear Oda saying "Cracker and Kata go around torturing people or ravaging countries."
Also their combat hypes revolves around their skills: CoA and defence for Cracker and Kata is hyped for his powwr alone! Just power and skills: FS, awakening , speed, battle record... plus he was also stated and shown twice above 500 M Luffy and matched the luffy who got 1.5B after, which means he's worth indeed 1B+ !
BMP known as strongest family (crew) so SCs are the strongest of the strongest family makes them.
*WBP trio ate mainly hyped for being associated to WB and fighting wars.
Especially Marco who also led the crew so he's worth at least inbetween 950 M and 1.2B. Nevertheles the crew was hyped as Most powerful. So WBP trio being strongest makes them worthy of their bounties a bit.
*RHP are known as most balanced crew , its commanders are well known and are skilled
So they deserve their bounties.
They aren't barbaric like BP nor do they rely on their captains names for fame.
Only Benn, Roo, Kata, Marco deserve 1B+
Katakuri for being relative to 1.5B Luffy and being twice above 500M luffy while being hyped as Mightiest Pirate with legendary record due to his fs and skills
Marco for being WB RH, leading WBP and fighting wars.
Benn and Roo for carrying RHP alongside Shanks while making their own big names.
The rest don't!
