Edit: My current theory is that there is a God Knight for every remaining family member of the 19 Kings. Take away the 6 mentioned, you have 13. Give 7 to the other Strawhats, you are left with 6 for Kuma, Ivankov, Betty, Karasu, Morley and Lindbergh (obviously itll never be this perfect)

Bloodline Ds will fight gorosei while the Ds who were gifted by the originals will fight holy knights.

Luffy, dragon, teach, law and another 2 original Ds who are yet to be introduced will fight the remaining 2 goroseis.

Zoro, sanji, sabo and the other gifted ones will fight holy knights and admirals.
