Oda is the writer, he creates the scales, therefore he is fairly rated

Zoro is not underrated , but some people want to make him look top tier in strenght when hes not, thats not underrating him as character when countering those toxic fans

Because Zoro is in this weird position that allows him to be compared to multiple characters having big fanbases.
Most obvious example is Luffy and Sanji fans wanting the same thing - Zoro closer to Sanji than to Luffy.

In general, Zoro is one of the most wanked characters in the verse, comparable to the likes of Doflamingo

Outside of Zoro fandom, he is greatly underestimated, only a few people among the other fandoms acknowledge his strength.
Some are still putting clowns like Kidd above him. Some still deny he can coat his swords with CoC. Some think he is low diff material for Kizaru.

Some people simply says as they see and what we see is him being equal to Sanji. That is no underestimating of character...

By my personal experience underrated some people doesn't like him they say nonesenses like badass cringe edgelord without knowing the meaning or bad character because he doesn't have a complex backstory or doesn't cry and they love to compare in that aspect with other characters call him irrelevant because oda revealed his family lineage in a sbs.....
