Powers & Abilities Overrated and Underrated Characters in terms of Power Level(Not counting the Yonko's and Admirals)

Wait, did I see it wrong? Why some people claimed Zoro's power is underrated while for the sake of justice that there is just little left in the world when he's clearly meant to be overrated (I don't mean it in bad way) since Oda made him closed his eye and win easily against Pica.

Underrated: Base Carrot, Snack (please oda, show his df)

Mihawk: Shanks would beat him if he uses non-sword abilities when they duel...
Koby: He's probably just around Brook level just because of his Haki, without Haki he's not that tough...
Tashigi: Same case as Koby, only weaker...
Doffy: Come on, he can't even use any advanced Haki yet people thinks he's YC2/3 because he cut off Jozu's arm (might as well put Lord of the Coast a Yonko tier)...

Underrated:
Robin, Franky, Brook: More of being victims of poor portrayal...
Garp: This is more likely because he's old, but there's also a reason why he's so confident he can kill Akainu...

perospero is hugely underrated just because he isn’t a commander doesn’t mean he’s weaker than them he is definitely the smartest on the crew and one of strongest i would say he’s number 2 after katakuri
