Powers & Abilities Overrated and Underrated Characters in terms of Power Level(Not counting the Yonko's and Admirals)

Overrated : Sanji by doing almost nothing he gets bumped up tiers.
Underrated : Zoro by doing more , still doesn't get bumped up.
To illustrate by using this very forum:
Zoro clashes with an admiral twice = Zoro is not high tier, he is not commander level, threads with Zoro facing Yc1 etc gets locked.
Sanji clashes with King once = Sanji is high tier, he is commander level, thread opened for Sanji vs Marco.
Note: Zoro actually performed better in his scenario than Sanji did in his scenario.....
Overrated: Luffy...FS Advanced COA mid diffs everyone.
Katakuri .... FS cannot be hit by anyone
Roger.....Strongest ever..even though WB matched him, Garp has been portrayed to match him and by extension Sengoku too
Kaido ....Current strongest
Underrated: Sengoku... Even though manga portrayes him as equal to Garp , mos users put him below Garp
Oden... Some claim he would get low / mid diffed by Roger. Some claim he wasn't about to 2 shot Kaido.
Magellan...preskip performance against Luffy is used against him.

Zoro is the most underrated character I have ever seen; especially since even when wanked to the sky, Oda still makes him appear better than what was wanked.
Example :
I was made a meme by an idiot on OJ because I said ''DR Zoro is YC1.5 and Will become YC0.5 after Wano''
With what happened in Wano and still to come, Zoro is going to be Yonko level after Wano and WSS after that.
