Most the characteres in your list are totally random and would just make having CoC much less meaningfull. Even Yamato, Katakuri, Kid and Chinjao having it was a error to me.

This seems like a Sanji description too (the part in bold). Or are you biased about him, because actually Sanji and Katakuri have a lot in common. Then someone like Sanji (which you said can't have CoC for those stupid reasons) share a lot with Katakuri who has CoC, so why Sanji can't have it.
Actually Sanji got infinitely more ambitions than Katakuri, he wants to find a sea that no one believe exist and he wants to protect his crew (or family, it's essentialy the same) like Katakuri does. Sanji go even beyond Katakuri and still there is someone who says Sanji doesn't deserve CoC.

Dude, I love sanji, literally my 4th favorite character after Squard, Luffy and Usopp. But there is a reason why some characters have Coc and some dont. Its not a power up everyone in the series can have, which is delusional. Just because 90% of the fanbase wants sanji to have coc doesnt mean it makes sense storywise, sure it would be cool, but hes going his own science way.
Coc isnt something people deserve, its something you get from being a ruler of the people which sanji was trying to get away from the entirity of WCI. He didnt want to be a prince, he wanted to be his ownself. Notice how every single coc user in the series, wants to pursue kingsmanship or is already a king. Kaido BM Sengoku Roger Shanks WB and Oden were all respective kings of some sort being rulers. New characters like Luffy Zoro Kid all have their respective dreams too.
