I wouldn't mind Carrot settling things with Perospero after contemplating on Pedro's words. I'd prefer if someone who was there when Pedro died and understands the resolve he had in sacrificing himself is the one to finish things with Perospero (but not solely out of revenge). Neku seems above Perospero and he wasn't there at Whole Cake Island but he was close to Pedro so if it ain't Carrot with assistance, I'll bet on Neku.

At this point based on the last few chapters I think there are two things that can happen
1. Neko and Carrot fight Peros together and Neko helps Carrot figure out the meaning of Pedro words
Or
2. Neko fights alone, loses, and then Chopper (who is already nearby) and Carrot finish Peros off
