Mihawk says reaching goal of PK is harder than becoming WSS, but then says to Zoro that his power is the ultimate power meaning he doesnt think PK or anyone else can compete with him, he then follows up by saying he will remain at the top until Zoro is ready meaning he doesnt think anyone in the verse can do anything to him.

He wants to become the best swordsman because of his promise to Kuina. Anyway he is ready to sacrifice his dream if it is for Luffy. Also Mihawk, even if he is the WSS, has not "absolute freedom" (which btw is a terrible concept since not even absolute monarchs have total freedom but this is out of topic), he worked for the WG, why? Even if it was just to not have hordes of flies costantly behind him that is still enough.

Exactly which is why every Yonko has access to a road poneglyph. To become Pirate King you have to overcome every pirate out there including the 4 strongest pirates in One Piece because everybody and their grandmother is looking for the treasure. Your not trying to beat one person. Your trying to beat everyone.
