The Pirate King title would be handed out to 1 of 3 people in my opinion.

Blackbeard:
What more would incentivize Luffy to defeat him? Blackbeard being named Pirate King before Luffy is a possibility, assuming Oda plans to have them fight for it.

Luffy: Inevitability he will, but he may be behind Blackbeard or the other choice. Maybe he wont get it at all and will surpass the title itself.

Buggy: Its Oda, so id say this is decently likely. Buggy might accidentally throw a seastone spear at Fujitora (or smtn) and be credited with killing an Admiral. Or something even dumber

For me,it is:
1-Luffy.
2-BlackBeard.
3-Kidd=this guy will tottally pull a Shiki on Luffy.They even have similar powers.I see him gathering a big crew and fleet in the next few arcs.Also conquering territory from BM and Kaido.

Buggy will be both Emperor and WSS since Mihawk will soon be announced to the world about his recent defeat in Buggy's hands.

Blackbeard will also announce that he actually pranked the world since he and Shanks are faithfully married gay couple since pre-TS.

Luffy will have nothing to do since he became New WSC, caught up in everlasting depression. He will wander anywhere, and finally be found by Zoro, Law, Teach, Shanks in a blood-red lake in a twilight. He will found an odd egg with eyes and mouth on it. And Luffy will finally meet an unknown entity that offers him true happiness. Luffy will finally say "i sacrifice", unleashing eldritch abomination that kills all other Emperors, Admirals, and Shichibukais.
