Mihawk conquering the swordsmen also means conquering the pirates. The term swordsmen is a general term that includes both pirates and non pirates such as marines.
Only a small percent is fighting with fists. I would say 5-10%.
So with this in mind mihawk stands on top of all humans including pirates, since pirates are also swordsmen.
Even in real world almost every pirate is a swordsman or in cartoons or in pirates of the Caribbean.
Essentially it doesn’t make sense for pirates to not be swordsmen. But oda made haki and DFs so its at least possible for few pirates/marines such as luffy or garp.
You can either accept mihawk being the top g of this verse or cry about it.
