Mihawk is world's strongest swordsman in name and reality. That means Oda want us to understand there is no one out there stronger than Mihawk.

Whitebeard is the world's strongest man in name. That means the world views him as the WSM but there could be people in the world stronger than him. He's had that title for a long time and he's clearly passed his prime at that point. The only reason he still has the title was because nobody beat him for the title.

The manga doesn't hint or suggest Mihawk couldn't get by Vista. The point to their battle was for Mihawk the test Vista's potential to see if he had the power to be a worthy challenger in the future. That's why Vista quickly agreed to postpone their battle as well. He knew he stood no chance.
