Tbh I think that right there is what makes kingdom interesting. People have that view in the manga, it literally becomes the plot at some point.

I think kingdom is good BC even though you know who's good and bad you get to see good people do horrific things and bad people do amazing things.
It's a good contrast to one piece were even though the strawhats are criminals we still see them as the good guys to some extent. Most Qin generals are absolute sacks of shit even though they are the "good" guys and Hara has no issue showing that unlike oda "muh strawhats with weapons and insane powers can't kill"
