For wano, i've wondered for a while, why pluton can't be activated.
There are few obvious guesses we can make. Pluton has constantly been referred to be slumbering. And characters also say it's going to awaken. I've always taken this to mean that pluton probably is an animal of some type that has become a battleship.
So I think pluton is a giant animal submarine. A mole a dragon some kind of weird mythological creature. I like it to be a turtle dragon.
But what's hilarious is, I've never really considered the idea that pluton just has a devil root. Since it's a battleship, it needs to interact with the water, so I didn't think it would have a devil fruit.
But what's also really funny about this is it? I believe pluton can terraform.
I think the walls in wano were made by pluton. So I think the borders were made by pluton itself. The water probably came from Zaza, or Void Century flooding in general.
But what if pluton can just create earth itself right since it's named after the underworld and it could be the earth god. Then, you know, it could walk around on the land it creates.

This sounds ridiculous at first. But if it was capable of making a mineral alloy or composition under itself with a devil food power that didn't disappear in the water, which we know is possible from stuff like big moms ship, which is literally a homie, then, pluton doesn't actually have to touch the water itself.
It can make a crust out of its devil fruit power beneath itself and the water or between itself in the water, in order to not touch the water to negate its power.
But we know that pluton is in mount fuji in the volcano chamber, the caino and big mama are in. So if it has a devil fruit power and it's in lava, that's why it can't move as a devil fruit. It can't move in liquid.
So when the borders of Wano were opened, that means all the water will come flooding out, and some lava too, and pluton will probably, you know, just flop out of there.
It's also possible that a large enough eruption could just knock pluton out of mount fuji's lava chambers.
I believe that pluton destroys islands both through attacks like kaido and loki's beam breaths, as well, as by tunneling underneath nations to undermine them and to cause them to collapse in on themselves.
If pluton has a devil fruit, and is a ship that ate a devil fruit, it would really explain why you need the best sshipwrights in the world to work on it.
Keeping water out of this thing is incredibly important because it is weak to water.
However, I also believe that if pluton has a devil fruit, it will be able to move in liquids. Not on its own, but since I believe that pluton is a cyborg battleship, a ship that is fused into a giant monster, its cyborg ship parts would allow it to still move in water and lava.
Imagine if Franky ate a Devil Fruit. As far as we know, the technology on his body would still be functional if he was submerged in water, it 's not like his cyborg parts would suddenly stop functioning.
So I think that when Pluton is in water and can't move it's organic parts, it's crew, the Galleila, have to move it using its cyborg parts.
On land or burrowing in land, pluton can move itself.
But if it has the devil fruit, it's going to only be able to move in the water or lava due to its ship components. Meaning that having a crew man, pluton is incredibly important. The ship cannot function fully as it 's meant to unless it has a crew that will allow it to move in liquid.
I believe that pluton was a collaboration between smaller life forms and giant life forms to create a ship that could terraform islands that would allow people of all different sizes to live on.
This is why we have two Galleilas.
The smaller Galleila guarding the island that built Pluton and the Queen Anne's Revenge, Water 7.
And the Giant Galleila we saw frozen in Punk Hazard, from Elbaph.
You need both smaller and larger shipwrights to operate this ship. It's a communal effort.
Pluton's Activation will not be possible until a crew of both human size and giant size shipwrights are available to work on it.

Since I believe that pluton terraforms and created the borders of Wano of those massive walls, i believe pluton will be used to create new islands made of naturally buoyant minerals, giving people places to avoid the flooding, that is coming with the final war.
