If you don't think he's scum yet that's fine, though a Mango scum flip should be outing for him. Imo the fella did claim to have a self-protect as well, made him into a risky hot target. Firing at him risks wasting a faction kill and/or getting caught. Seeing how little kill power we've seen from scum for most of the game they probably had to call accurate shots, it's probably why Flower is still here despite being flipped town

On one hand, this argument makes sense

On the other, I don't think scum have failed to acquire increased firepower the entire game and I think Flower is still here because she's useful to scum in some way shape or form
