My investigations are only night investigations, and I have been successful only once. Blocked twice. Fuji wouldn't even let me upgrade them to use them in the day.

Dude possibly cannot investigate every phase especially since none of the flipped scum have any investigation immunity. 2 cops in this setup with one being able to investigate every phase is too powerful.

Also, his results don't match with actions and flips.

That's exactly what I'm thinking. In fact I wouldn't be surprised if he lied about protecting you since I heavily doubt a scum used his ability to protect a town or indie, but I doubt he lies about all his targets which makes York a prime suspect.

Just from the terrible results of Ghostface, I'm willing to town lean Orca for now.

Also, I recall tepig scum reading Ghostface as well on day 1 when the Orca and Ghostface fiasco was going on. So even if my clear doesn't have merit, I'd at least soft town lean Tepig too for now.
