I don't see why Will would do this if it was staged. Like pro wrestlers basically build a career off playing a villain, but Will isn't a heel. He is a lovable actor from childrens' movies.

The lady didn't like the comment and asked the man to take action but I don't even know why she was offended since alledgedly shes been pretending that she has this crippling hairloss just to get attention. It's an insult for people with real hairloss issues.
