Depends on the Vice Admiral of course.. there's a huge gap and even then it's unsure how powerful most are and what's the average even if we went with the average level I mean.

Vice Admirals range from actual garbage to Tsuru and the Admiral Candidates. Every Tobi Roppo falls into that range pretty neatly.

Vice Admiral doesn't indicate a fixed level of strenght, in the same rank there are: Garp, Tsuru, Vergo, Momonga, Dobermann, Bastille etc..

Wasn't he a rear Admiral before he left to be a pirate +2 years ago? Or atleast appeared to leave. Right now, all we know is that he's Sword's Captain, I don't recall them referring to X Drake as a Rear Admiral currently since he isn't known by many as a spy to begin with and we, as the audience only found out recently of his allegiance and position in Sword.

Yeah he’s a sword captain (we don’t know where he’d rank in the marines outside of sword) but he’s at least one rank above Coby
