I'm not talking plot. I'm on about is he needed below. No.
Marco can take king with ease.
Drake hyou even apoo if he switches can take queen
And scabbards stomp Jack
This is without even using yamato who is fairly strong herself and can help make any of the fights above a stomp.
And that's the 3 Calamities beaten.
He is needed because Marco is about to be defeated. He can't take on King + Queen, especially given how both recovered from Marco's attacks so quickly.

So Sanji is needed.

following tokis prophecy of 9 shadows casting atop wano post kaidos defeat i assumed that it would be;

luffy, zoro, killer, kid, law, marco, jimbei, sanji and yamato

with marco coming in and healing them for a last round, thats what I always assumed anyways.
What Toki said is just to give hope to the Wano citizens, saying the 9 Scabbards would show up agains after 20 years to take revenge on Kaido. So the 9 shadows are the scabbards. The brilliance of Dawn is related to what needs to be done during the great war. And SN's were primary figures in the eyes of oden.

Oden doesn't say anything about 9 people. Toki does and the 9 shadows can be 9 scabbards because her prophecy did not say anything about 9 shadows taking down Kaido.

he is still needed there where he is, and most likely he will have to awaken some sort of power first.
i am pretty sure he is not weaker than Killer if Oda wanted he would have let him got to the roof but at the end I assume he will be in the next shift since some of those of the roof will be knocked out soon at least for some time and they need replacement that is the time when i see Sanji , Marco , maybe X-Drake , Yamato , Jinbe or even Hawkins and Apoo could go to the roof.
assuming the red scabbards would fight the commanders since they are all now conscious again and seems to be total ok.

The poll options are kinda biased, as you're implying he's either too weak to be on the roof or will get there later when there's a myriad of other possible options. The only obivous fact is it's not his fight because he's not an SN. Also, Sanji doesn't care about fighting strong pirates, he's a cook. Does that mean he's too weak to be on the roof ? Not really. Marco and Jinbe aren't on the roof either, are they too weak to be there ? Are they weaker than Killer ? Is Drake a fodder compared to someone like Killer ?

And the ones above so far are gunning for supremacy of any means, and potential conquerors (with 4/7 being confirmed CoC users)...

Sanji is neither...
I don't really know if law and killer have coc, there was some his that zoro might have it but there we are unsure utill Oda confirms it.
I just think that Oda wanted to show the old generation against the Worst generation since all of the people out on the roof are part of it we don't see beppo there. Also there are the same people that had some shine on sabaody

Both options have good chances to be true. Or at least the first for sure is. The ones on the rooftop are the leading figures of the next gen while Sanji has not the specifics to be among them. None the less it could also be that in a later stage other supernovas will come to fight on the rooftop and of course Sanji at that point has the right as well.
