What Toki said is just to give hope to the Wano citizens, saying the 9 Scabbards would show up agains after 20 years to take revenge on Kaido. So the 9 shadows are the scabbards. The brilliance of Dawn is related to what needs to be done during the great war. And SN's were primary figures in the eyes of oden.

Oden doesn't say anything about 9 people. Toki does and the 9 shadows can be 9 scabbards because her prophecy did not say anything about 9 shadows taking down Kaido.
Oden said that the new generation would take down kaido, 2 vs 9 made sense to me, lets see what happens. ^^

I don't really know if law and killer have coc, there was some his that zoro might have it but there we are unsure utill Oda confirms it.
I just think that Oda wanted to show the old generation against the Worst generation since all of the people out on the roof are part of it we don't see beppo there. Also there are the same people that had some shine on sabaody
They don't need to have it right away... EoS or as early as the final war, it's possible they will...

Both options have good chances to be true. Or at least the first for sure is. The ones on the rooftop are the leading figures of the next gen while Sanji has not the specifics to be among them. None the less it could also be that in a later stage other supernovas will come to fight on the rooftop and of course Sanji at that point has the right as well.
Sanji will climb to the roof with the rest of the crew and Yamato and gang up against one of the weakened Yonkos above (arrival like the tower confrontation in EL arc; tag battle like vs. Zombie Oars at TB arc)... The rest of the SNs will climb earlier I guess...

Anyway I think the top of the dome is a temporary location. The battle will move to another place once Onigashima reaches the capital. The people of Wano have to see Kaido's downfall with their own eyes. They must recognize Zoro as Ryuma's heir as well.

Quite a myopic viewpoint. Apparently either Sanji's too weak or he'll get to the roof eventually. Or...perhaps Oda intends for Sanji to take down one of Kaido's executives since there are still 3 walking about. Plenty of formidable dudes aren't on the roof, guess they're too weak to help out as well. Sanji will face a Calamity (likely Queen) and he'll accomplish whatever Oda plans for him. I don't see why Sanji has to be on the roof. If he goes up, he'll likely play support and resolve his issues with Big Mom. If he stays down, he faces a top executive. Either way, Sanji's abilities aren't determined by which part of Onigashima he's on. I wonder why other characters don't have these polls. Sanji has to choose between aiding the Scabbards, protecting Momo and helping out on the live floor but suddenly he should drop everything to head to the roof because that's all that matters? Ok...

It’s not so much that he’s too weak- although that plays a part, but not a massive one. Sanji’s weaker than the five on the roof (and Marco). But he’s stronger than Jinbei, Drake, probably Yamato.

Ultimately, he’s not there for the same reason Jinbei isn’t. Yes, the two are strong. But the stronger one, the more important one to this arc and in general, is Zoro. That’s why he’s on the roof and was given such a big role throughout Wano, to build up to this. The ones on the roof are, along with Blackbeard, the future of piracy, putting them above other Worst Gen members and Strawhats alike. They’re the main fight, the ones below just a sub plot.
