Elbaf seems to be the next wano. Kid’s ship sank off the island’s coast and Bepo has a high chance of turning up there.
This along with the incredible build up of the arc indicates that it will be comparable to wano in size and magnitude.
Hence I’m not convinced that we will necessarily go to Elbaf next arc. Similar to wano, where the SHs needed to make a detour to WCI to save Sanji, I see Oda creating yet another detour arc in the form of Hachinosu.
What are the goals of this arc? Quite simple:
Like with WCI, the crew will split up. Luffy will take a small team to infiltrate Hachinosu. He will free Garp, Pudding, the Heart pirates, and any other captives, and he will steal the treasure of hachinosu, before reuniting with the rest of the crew in elbaf.
This will infuriate Teach, leading to him chasing Luffy to Elbaf where the ultimate battle can begin.
