oda normally keeps luffy the highest and zoro the second highest bounty in the crew. The only time zoro wasn’t the second highest is when he missed a whole arc but normally he is the second highest.

ok what about the third spot ? Oda normally changes around so let’s look from the first bounty of the crew

Ennis lobby

Zoro 120M
Robin 79M

Robin was the third highest of the crew

then we got new bounty of the crew (post dressroa )

Zoro 320M
Usopp 200M

As you can see usopp got massive bounty boost from 30M to 200M making him the third highest of the crew post dressrosa

New bounty (not everyone but some of them ) post WCI

Sanji 330M


Sanji got insane boost from 177M to 330M after the whole cake island incident making him the Third highest while jimbei who joined the crew takes zoro spot as the second highest bounty of the crew

Zoro takes his spot from jimbei making him the second highest bounty of the crew while jimbei pushes Sanji into the fourth place.

Zoro is obviously going to be the second highest but there is chance he might be the third highest
If Loki joins the crew it’s either he is going to be the second highest or oda is going to give zoro insane bounty boost giving him 3B+
