Idk size aside (there are shrinking powers), Loki's way too strong to join the SHs, especially since the SHs are all growing in strength. If Loki grew stronger every arc he'd end up PK level or some shit lol, Sanji would never be able to surpass the guy. Sanji needs to be #3, same reason why Yamato never joined - if her ceiling is Kaido then she's just too strong. If she's not a SH then she can remain uncapped by Sanji.
I see Loki as another Yamato - a super strong candidate they'll leave behind who'll come back for the final war. Could be wrong, but there would never be an M3 again if Loki joined because there's no way Luffy, Zoro and Sanji would become so much stronger than Loki that he wouldn't also be seen as a monster next to them. Again, same reason why Yamato didn't join.

Seeing that spread of the crew at Onigashima with Jinbe finally taking his place among the other SHs kind of solidified to me that we're not getting any new members. I think the Grand Fleet and inevitable ally team-up during the final arcs will occupy the same role as a new SH joining the crew proper.

Some people think Shanks Is going to have a 4,6-5b bounty after Kidd and having the RPG, but there isn't any real reason and Oda has already elaborated his Goroawase bounty.
Only very few characters like Teach, Buggy and the mugi are getting two Goroawase bounties.

It's Sanji. I don't think Loki's joining. He'll be another strong ally that will be important in the final war, but I don't think there's any reason for him to join the crew. If Sanji beats a Holy Knight, his bounty will easily pass Queen's and he'll get his third spot (fitting to have everyone in their right positions before the Blackbeard Pirates have to be faced).
Usopp reaching a billion somehow (his father's an important top Commander, same for Van Auger it seems) would be cool if Oda gives him focus and he does great against a Holy Knight. Plus the gag of him being shocked by his notoriety would continue even if he doesn't fully deserve such a huge number. Though I see no reason for Usopp to pass Sanji, or even Jimbei, when the gag and hype can be accomplished without Usopp passing either (then again if Jimbei does nothing this arc, who knows but I think 5 is a good spot for Usopp).
