I think it's just a philosophy thing. It's not a power at all. It's passion, it's just love. There is no secret in it.
There is no secret at all. It's no power. It's something that these characters feel. It's a theme.
People always over analyze things.
Maybe I'm wrong but I feel it's the most natural way of thinking.
- When Garp talks about love when he hit Luffy it's because he clearly loves his grandson and used haki.
- When Sanji talks about love, specifically against S-Shark it's because the exoskeleton was gained, without losing emotions, thanks to the love of his mother.
- When Hancock talks about love it's because she emotionally loves Luffy.
- When Vegapunk was describing how Kuma was still himself because of love, it's because Kuma loves his daughter.
There is no secret at all. It's no power. It's something that these characters feel. It's a theme.

People think the Power of Love is just something that is a gimmick when you have the literal world genius alluding to it as being real.
The Power of love is just another variation of will but instead of being fuelled by a desire to conquer its fueled by a desire to defend. Buccaneers seem to be a union based on the power of love and so their special ability is related to that idea, love fuels their entire being. This is why Kuma was able to retain consciousness, it’s why Sanji didn’t become unemotional and can burst into fire at will, it’s why Luffy was able to be hurt by Garp as he retained that emotional bond that negated Luffy’s rubber power, it’s why Sanji was able to dissipate Kizaru’s power, Love transcends all manner of nature.

My take, it's a special application of Haki, especially gor CoC. Maybe an advanced form of CoC that's focused on its nullification capability.
Everytime we see PoL in action as far as i remember is either to nullify a mental block (Sanji, Kuma), physical damage(Sanji) or DF abilities(Sanji, Garp), except for Sanji's flames, which could just be explained as the PoL variant for CoA.
I really hope it's Haki related, I'm not a fan of Oda introducing a new power system this late in the series, doesn't matter if he foreshadowed it since chapter one or whatever.
