It's more of a "romantic" approach to the world and the theme of piracy/freedom, though Oda does play off all meanings, the romantic/amorous one included. More oft than not, the love he intends is a familiar one: SHs' case in point, followed by WBPs, etc. It's less couple-y, more "love for your brother man", or your apprentice, as with (again) WB and Ace, or Garp and Kizaru/Coby.

Pretty much. No matter what the OP is, reaching it will fulfill all the SHs' dreams, which in turn will change the world, helping thousands if not millions, who will consider you, average Strawhat, their friend if not savior. By journeying alone you've remade the world.

nexus scans tried doing full scanlation of original manga but didint finish it, followed them at the time, sucks that only few volumes remained, and I cant buy original manga in my region aswell

That does suck, though I'm not one for having manga collections, paperback or digital.
And with GTO, I think getting into the vibe of what it is trying to convey, with Onizuka and its world, is more important than having a complete plot.
Like, the original opening to the anime is a banger to this day:

You see him walk nonchalantly from that bathroom, fully naked and with the don't-come-near-me-punk attitude, and you immediately know who he is.

ending is great aswell. I finished manga with shitty old translation, but really would love quality one, manga was supperior and anime only finished half of the story with changed ending
